What It Is, Where You Can Go & What You Need to Know

If you've spent time in Downtown Pendleton lately, you may have noticed something new: DORA.

No, we're not talking about the explorer.

DORA stands for Designated Outdoor Refreshment Area, and Pendleton's DORA gives adults age 21 and older the opportunity to purchase an alcoholic beverage from an approved participating business and enjoy it while walking within designated areas of downtown. Indiana law has allowed municipalities to establish DORAs since 2023.

For Pendleton, it's another way to make our downtown more walkable and enjoyable while supporting the locally owned restaurants, shops and businesses that make our community special.

Where Is the Pendleton DORA?

The Pendleton Downtown DORA encompasses much of the heart of historic Downtown Pendleton. The current boundaries generally extend:

  • North: to Water Street
  • South: to the Elm Street area
  • West: along Main Street
  • East: along Broadway Street

The district includes portions of Main Street, State Street, High Street, Elm Street, Pendleton Avenue, Broadway Street and Water Street. The Town's ordinance contains the precise parcel-by-parcel and sidewalk boundary description.

In other words, many of the places you already walk when you're spending an afternoon or evening downtown are within the designated area.

What About Falls Park?

This is an important distinction. Falls Park is not part of the everyday DORA in the same way as the downtown district.

The Town has designated a portion of Falls Park—including Falls Park proper and Barnhart Field—as a “DORA by Special Event Only” area. That portion becomes part of the DORA during approved special events and festivals rather than automatically operating as part of the regular downtown DORA.

That's particularly useful for some of the community events Pendleton hosts throughout the year.

How Does DORA Work?

Being inside the DORA doesn't mean you can bring any alcoholic drink from anywhere and walk around with it.

Alcohol must be purchased from an approved DORA permittee or vendor, and the drink must be served in an authorized DORA container. Indiana law allows adults 21 and older to carry those beverages outside the participating establishment and consume them within the established DORA boundaries.

Look for the official Pendleton DORA signs and logo around downtown to help identify the boundaries and participating locations.

Can You Take Your Drink Into Any Downtown Business?

Not necessarily.

Individual businesses within the DORA can decide whether they allow customers to enter with an alcoholic beverage.

Pendleton's ordinance specifically gives businesses, property owners and other establishments within the DORA the right to refuse entry to someone carrying an alcoholic beverage. Businesses that do allow DORA beverages are required to display appropriate signage.

So before walking into a shop with your drink, check the sign at the entrance.

You Can't Take the Drink Outside the DORA

This is probably the biggest rule to remember.

Your open alcoholic beverage needs to remain within the designated DORA boundaries. The Town's DORA requirements call for signage informing visitors that open alcoholic beverages purchased within the refreshment area must stay within the DORA.

Once you reach the boundary, finish or properly dispose of your beverage before leaving the area. And, of course, an open alcoholic beverage should never be taken into a vehicle.

Why DORA Is a Nice Addition to Downtown Pendleton

What we love about this isn't really the alcohol—it's what DORA can contribute to the downtown experience.

Imagine grabbing dinner downtown, stopping into a local shop, listening to live music, attending a community event or taking a stroll through the historic district without necessarily being tied to one establishment all evening.

That's essentially what Pendleton says it hopes the program will accomplish. The Town describes DORA as part of an effort to encourage walkability, extended business participation, community engagement and local economic growth, while maintaining a safe and family-friendly downtown environment.

And Downtown Pendleton already has plenty to explore, from restaurants and coffee shops to locally owned businesses and Falls Park just steps away.

DORA Doesn't Change What Makes Pendleton Special

One of the things we love most about Pendleton is its small-town downtown.

We have historic buildings, locally owned restaurants and shops, Falls Park, community festivals, live music and those evenings when you inevitably run into three people you know while walking down State Street.

DORA is simply another piece of the downtown experience.

Whether you're meeting friends for dinner, attending a downtown event or spending an afternoon exploring Pendleton, just watch for the official DORA signage, stay within the designated boundaries and check participating businesses' signs before entering with a beverage.
